If you have a driving licence
issued in EU/EEA countries
Your licence can be used for driving in Norway.

If you have a permanent residence in Norway, you can exchange your licence for a Norwegian licence without any driving exam.

 

If you want to exchange your driving licence issued in another EU/EEA country, you have to:

Either go to a driver and vehicle licensing office – TRAFIKKSTASJON – STATENS VEGVESEN,

Or submit the application by post.

In both cases, you need:

  • A completed application form

  • Submit your original driving licence

  • Documentation of when you took up permanent residence in Norway.

​

When you receive the Norwegian licence, your foreign licence will be returned to the issuing country, and your new Norwegian driving licence will then be valid in all EU/EEA countries.

"You can exchange your British driving licence for a Norwegian driving licence according to the rules that apply to driving licences from EEA countries. This applies even if your driving licence was issued after the UK left the EU".

If you have a foreign driving license issued outside the EU/EEA countries.

Driving licence from countries outside EU/EEA can be not be exchanged to a Norwegian driving lisence (some countries are excepted, please see below)

Ukraine
Licences issued in Ukraine remain valid for use in Norway for the duration of the temporary collective protection scheme.
Note: You must be able to present a physical version of your licence to document your driving entitlement.

UK and Switzerland
You can exchange your British and Swiss driving licence for a Norwegian driving licence according to the rules that apply to the driving licences from all EEA countries. 

For UK this also applies after the UK left the EU.

 

 

Australia, Canada, Israel, Monaco, New Zealand, San Marino,  South Korea and the USA

You can get a Norwegian driving licence if you hold a driving licence from one of the these countries outside the EU/EEA
When your application is approved, you will need to pass a theory test and a practical driving test.

  • Theory test: Unlimited attempts until you pass.

  • Practical test: Maximum of 2 attempts.

Note: If you do not pass the practical test within 2 attempts, you cannot exchange your driving licence and will need to complete the standard Norwegian Category B training path.

 

Japan
Passenger car, Class B is valid for driving one year

If you have a driving licence from a country outside the EU/EEA, other than those mentioned above; you can only drive in Norway for 3 months. 

  • After 3 months you will need to complete the standard Norwegian Category B mandatory courses

  • Pass theory test.

  • Pass practical test.
